Replaces the unsuccessful CSS-gradient ring experiments with deterministic SVG arc geometry based on the proven EVEShipFit Usage component approach.
- Draws CPU as a thin lower-right utilization rail outside the module-slot orbit.
- Draws Power Grid as the adjacent thin lower-right rail, matching the in-game fitting HUD layout.
- Uses Dogma used/available values to calculate exact SVG stroke lengths on every fit recalculation.
- Keeps calibration as a quieter inner arc and preserves exact numeric resource readouts.
- Removes dependency on CSS conic-gradient arithmetic and stacking behavior that caused previous gauges to remain invisible.

Corrects the remaining reduced-height desktop failure where Simulation content could still be clipped without a dependable scroll surface.
- Gives the Simulation rail an explicit viewport-derived desktop height instead of depending on the accumulated grid/min-content height chain.
- Makes Simulation the definitive vertical scroll owner on desktop.
- Adds a wider, high-contrast Chrome/Edge scrollbar with a permanently allocated gutter.

Repairs short-window usability and restores the CPU/Power Grid telemetry as a prominent part of the fitting ring.
- Reworked the desktop console height chain so the main grid is constrained to the available viewport instead of expanding with Simulation content.
- Made the Simulation column the single vertical scroll owner with a permanently usable Chrome/Edge scrollbar.
- Kept the bottom Fit Validation/Market launcher reachable as a sticky control inside the Simulation rail.
- Made CPU utilization a bright cyan arc on the fitting ring and Power Grid utilization a bright red arc.
- Added live CPU and Power Grid used/available readouts directly on the radial fitting stage.
